Two to five players send their cargo ships to the most lucrative destinations, succesfully smuggling cargo out of ports and into their warehouses and unloading cargo at the right time to acquire the most valuable victory cards. After the eleventh round (tenth with 4 or 5 players) the game ends.

Each player begins the game by sending his initial three ships to a destination of his choice.In a turn a player has three phases to work. First, he resolves the ship's actions, then trade cargo for victory cards and finally send out ships to new destinations. In the casino, the player earns its player 2 coins. At the black market, one cargo from his warehouse may be exchanged for one in the black market or one cargo may be randomly drawn from the bag for each ship he has there. In all ports a player may either purchase all the cargo in the port if he is the only one there with a ship and a bid, add more coins to his bid if he was outbid or abandon the port and take back his bid.

If a player has acquired cargo, he may trade it in for victory points in phase three. In the game are 54 victory cards, each with two numbers on them: the cost, representing the amount of contraband needed, and the number of victory points. Certain victory cards provide players with a socalled smuggler's edge, giving them both victory points and an advantage in the game.

To acquire a victory card, a player must pay its cost by trading in the right combination of cargo from his warehouse. On his player board a chart shows what the revenues are when trading in a certain amount of different or the same goods. The cargo ship, warehouse and syndicate cards cost more than they earn points but these cards give an edge to the players who own them. The warehouse increases the storage capacity by two slots, allowing a player to keep an additional two cargo tokens and take these from one turn to the next. The syndicate gives player two coins if he abandons an harbour when outbid.
